    PRINCIPLES PROVIDING THE PUBLIC REGISTER OF SCIENTIFIC AND TECHNOLOGICAL ACTIVITY OUTPUTS OF RAS INSTITUTES

    Abstract:  The procedure, principles and the information technologies providing the public register of scientific and technological activity outputs of institutes of the Russian Academy of Science are considered. Outcomes of testbed operation of a subsystem of registration included in Information and technological evaluation system of the Russian Academy of Science are resulted.

    VERIFIABLE EVALUATION TECHNIQUES OF GOAL-ORIENTED RESEARCH PROGRAMS

    Abstract: The problem of verifiable indicators used for research program evaluation and decision-making during program activities is considered. Verifiable indicators and verifying techniques are discussed from the point of view of development of design decisions on creation of information monitoring and evaluation systems. Suggested verifying techniques are positioned as a theoretical basis of creation of information monitoring and evaluation systems. These systems are intended for a multidimensional indicator quantitative and qualitative (expert) evaluation, and also for preparation of analytical reports by evaluation results, intended for decision-makers.

    SEMANTIC DICTIONARY: LINE OF DEVELOPMENT WITHIN INFORMATION MONITORING SYSTEMS

    Abstract:  In the paper one of the variants of problem-oriented linguistic resources and its integration into the Information Monitoring System are described. As an example of such a resource, the Information and Technological Monitoring System of the Russian Academy of Sciences and Semantic Dictionary prototype designed and developed in the Institute for Informatics Problems of the Russian Academy of Sciences are considered. Design and development of the Semantic Dictionary prototype classified as a resource of ontology-like type with the functions specified is one of the first attempts of the linguistic tool implementation for the tasks of Information Monitoring.

    Data verification techniques and methods for analytical reports in Information Systems for Monitoring.

    Abstract:  Data verification techniques and methods in the Information and Technology System of Monitoring of the research programs activity of the Russian Academy of Sciences (ITSM RAS) are considered. The differences of the analytical subsystem of ITSM RAS from traditional Decision Support Systems are discussed.

    Problems of personal data protection in computer retrieval systems supporting scientific activities

    Abstract: The article deals with personal data protection in computer retrieval systems supporting scientific activities under conditions of large-scale use of automated information systems for acquisition, processing and storage of scientific activities data. It is pointed out that solution of these questions is stipulated by a substantial gap between society development and legal regulation of personal data protection. The article also underlines the acuteness and urgency of this problem in connection with the formation and development of information society, the increase of knowledge and science in solution of socio-economic and other important tasks.

    CATEGORIES OF INFORMATION RESOURCES OF INFORMATION AND TECHNOLOGICAL MONITORING SYSTEM OF THE RUSSIAN ACADEMY OF SCIENCES

    Abstract: In the paper the categories of the information resources formed in the Information and Technological Monitoring System of the Russian Academy of Sciences are considered on a program example "Fundamental sciences - medicine". These information resources differ from resources of similar systems, first, by the presence of full texts of demands and reports under projects, secondly, two-way references of the published books, articles and reports with projects. Thirdly, important property of structures of the information resources received as a result of monitoring, is orientation at maintenance of verification of values of the indicators calculated on the basis of these resources.

    METHODICAL AND TECHNOLOGICAL DECISIONS FOR CARTOGRAPHICAL REPRESENTATION OF INDICATORS OF SCIENTIFIC ACTIVITY IN INFORMATION-TECHNOLOGICAL SYSTEM OF MONITORING OF THE RUSSIAN ACADEMY OF SCIENCES

    Abstract:  The technique and the technological decisions, intended for cartographical visualisation of data in information-technological system of monitoring of the Russian Academy of Sciences are considered. Processes of creation of the information-cartographical documents illustrating integrated indicators of results of scientific and technical activity of the organisations and divisions in the form of thematic maps and diagrammes, shown on a map are described.

    Advanced Foreign Approaches to the Selection of Priority Scientific Sectors

    Abstract:  The article deals with selection of priority scientific sectors based on methods of assessment of influence of scientific sectors, programs and projects upon the results of technological activities. The existing patent system is accepted as an objective mechanism which defines a relatively explicit functional dependency between scientific research and technological results.

    Features of adjustment of the object-oriented linguistic processor on subject domain texts

    Abstract:  The linguistic processor allocating information objects and communications from texts of a natural language (NL) with formation of structures of knowledge is considered. Experience construction of such processors in various subject domains is analyzed. Owing to a high variety of forms which are used in NL for the description of various objects and the phenomena to construct however-or full "language model" is an unsoluble problem. Therefore an important component of the linguistic processor which is carrying out formalization of a stream of texts, means of adjustment for features of entrance texts are. In article such means at level of the syntactic and semantic analyses are considered.

    Using WPF in digital collections creating and publishing tools implementation

    Abstract:  The article describes a Microsoft Windows Presentation Foundation based informational technology for creating, publishing and distributing digital materials for scientific, historical and legal topics, as well as training manuals prepared by the creative team of RAS (Russian Academy of Sciences). The ultimate goal of processing these materials is the creation of electronic collections, published on the portal of RAS (www.ras.ru) and in form of CD / DVD media.

    Collection of Personalias

    Abstract:  The paper considers Digital Collections of biographical information. It provides a review of their current state, problems and perspectives. Collection of Personalias is defined as a special kind of biographic resource. Different scenarios of biographical research (including group research in prosopography and genealogy) are considering. The efficiency of the research depends on collection in use characteristics. The paper gives analysis of these characteristics.

    Digital Educational Resources
    Forgetting about Quality

    Abstract: Quality problems of digital educational resources located in Internet educational collections are considered. Various methods of educational resource quality control and management are described. An educational resource requirement minimal list for a resource being considered as educational is proposed. A minimum list of requirements to educational resources has been developed, compliance with which a resource could be considered educational.

    NEW PARADIGM OF EDICATION INFORMALIZATION: TERM EVOLUTION IN CONTEXT OF TERMINOLOGICAL AMBIGUITY PROBLEM

    Abstract:  The article considers the problem of blurring by the example of two recently entered into use terms from the field of ICT's in education. Shown that the analysis of terminological blurring conducted from the standpoint of social informatics with the complex using the methods of linguistics, sociology and informatics itself (the concept of target systems of knowledge), enables us to establish the cause of inaccurate terms. This makes it possible to formulate provisions that extend understanding of the subject area for which the terms is intended, namely, the hypothesis about the formation of a new paradigm of informatization of education.

    BASIC RESTRICTIONS ON INFORMATION CAPACITY OF STORAGE DEVICE

    Abstract:  It is shown that information volume rating in atoms, amino acids,basic nitrogens, and differentiated information capacity of a mere substance, determine basic restrictions on information capacity of natural and artificial storage devices. Atoms, proteins, and DNA constraints are given.

    ANALYSIS OF GEODATA UNCERTAINTLY IN MODELS OF GEOGRAPHIC SPACE

    Abstract:  The article is devoted to the analysis of uncertainty of geodata in the integrated geographical informational system. As geodata will be transformed from the raw form before the semantic representations used GIS, they are used in various conceptual models of geodata. Each model and each process of conversion bring the contribution to the common uncertainty of data. The questions discussed in clause, - three: 1) how to create the description of various models of geographical space in the terms considering the characteristics inherent in them of uncertainty; 2) how to define effects of various processes of conversion on properties of uncertainty of the geodata, which are fulfilled to generate geographical classes or objects on the basis of data of the map; 3) how the dissemination structure of uncertainty should be presented in integrated GIS in view of sources of the stored uncertainty in four main models of geographical space.

    COMPUTER CODING OF GOAL-ORIENTED KNOWLEDGE SYSTEMS AND PROCESSES OF THEIR EVOLUTION IN LINGUISTICS

    Abstract: Problem of a goal-oriented knowledge system generation in linguistics and problem of computer coding of knowledge system evolution in information system is considered. These problems concern to the new subject field which has received the name "Cognitive informatics". In the article which is a position paper, issues of computer coding of linguistic knowledge system evolution are considered by the example of a typology of Russian-French translation difficulties. For the decision of a key issue within the framework of the designated problems - computer coding of goal-oriented knowledge system evolution - it is suggested to use the time-dependent semiotic model constructed earlier.

    METHODS OF INDEXING OF SPATIAL DATA FOR REPRESENTATION IN ELECTRONIC GEOLIBRARIES

    Abstract:  Indexing of geoimages is one of the means, providing an opportunity of reception from them knowledge of the Earth. In the majority of electronic geolibraries for a choice of the data the verbal information if necessary added with its(her) spatial description is used. Features of various classes of geoimages cause presence of the certain restrictions and have an effect for specificity of approaches and used methods of indexing of the data. In view of it in article 5 approaches of development of effective algorithms of search and extraction of the spatial information are described.

    Informatics lows for the cognition of complex systems. Petroleum as the example.

    Abstract:  Petroleum is considering as the aggregate of the hydrocarbon sequences these form complex natural system. Its composition and geneses usually are investigation on the base of concrete sciences like geology, geochemistry and others. Article proves that for complex systems cognition necessary to get involved informatics lows also. It is demonstrated that mother substance of petroleum origin and evolution could be evaluated by application of the information volume in bits.
