Abstract
The paper begins a series of works presenting the results of the study of the impact of public administration on the effectiveness in the field of artificial intelligence research and development (AI R&D), which has become a strategically important industry in any technologically developed country.
This first part is devoted to a discussion of different interpretations of the term "artificial intelligence" and related concepts. The modern division of the world history of AI R&D into eras is presented. Since the practical results in this area are integral to the development of the hardware platform, a historical retrospective presents a parallel chronology of domestic achievements in the field of creating computer technology and decisions of state bodies that stimulate the development of this area.
